The department shall promulgate regulations establishing:

1. (1) continuing education requirements and compliance procedures:

   1. (a) for license renewal not to exceed twelve classroom hours per biennium;
   2. (b) for license reinstatement not to exceed six classroom hours for each year the license was inactive;
2. (2) criteria for the approval of continuing education programs or courses including, but not limited to, correspondence courses.
