Service of any notice, demand, or subpoena under this article shall be made personally within this State, but if such cannot be obtained, substituted service therefor may be made in the following manner:

1. (a) Personal service thereof without this State; or
2. (b) In the manner provided by the laws of this State as if a summons or other pleading which institutes a civil proceeding had been filed; or
3. (c) Such service as a court of common pleas may direct in lieu of personal service within this State.
