Each public weighmaster shall pay a registration fee of five dollars to the Department of Agriculture for the privilege of operating in the locality of his principal place of business. An additional registration fee of one dollar shall be paid for each deputy public weighmaster and for each additional registration fee the Department shall issue a deputy's license. No deputy weighmaster may be registered unless the principal business locality has a licensed weighmaster.
