Premium rates for health insurance plans subject to this article are governed by the rating restrictions contained in Section 38-71-910, et seq. of the 1976 Code, as amended by 1994 Act No. 339.

Premium rates for health insurance plans shall comply with the requirements of this section notwithstanding any reinsurance premiums or assessments paid or payable by small employer insurers pursuant to Section 38-71-1410.
