Whenever a vacancy shall have occurred in the grade of major general of the South Carolina Army National Guard, it shall be filled by the promotion of the senior qualified officer within the South Carolina Army National Guard, subject to examination as prescribed by the Department of the Army. Should the senior officer decline or fail to qualify, the promotion will be tendered to successive officers below him in order of seniority.
