Notwithstanding another provision of law, the Department of Corrections shall retain proceeds from the sale of surplus products produced by its farm program. These funds may be used to:

1. (1) offset the operating costs of the farm program;
2. (2) expand and modernize the farm program; and
3. (3) support a project or service to benefit the general welfare of the prison population.
