The State Arson Control Program, which must be implemented on July 1, 1984, has the following duties and responsibilities:

1. (1) The investigation of all fires involving state-owned property.
2. (2) Investigations directed by the Governor.
3. (3) The investigation of fires where there is a request from a municipal or county official.
