In order to provide for the gradual implementation of the licensing, approval and registration programs, each child day care facility not licensed under the act previously in effect in this State must apply to the department for licensing, approval or statement of registration within six months of June 13, 1977. The department shall have one year from June 13, 1977 to take action to issue or deny license or approval of child day care centers and group day care homes or issue a statement of registration to family day care homes.
