The governing body of each county shall thereupon cause notice of its action to be published for three successive weeks in a newspaper of general circulation in the county which shall state:

1. (a) the results of its action;
2. (b) the extent to which bonds of the authority are to be issued and the method to be provided for their payment;
3. (c) whether or not an election shall be ordered in the authority upon the question of the issuance of bonds of the authority.
