Rules and Regulations Relative to the Transfer of Vehicle Registration

1.1 Purpose
- The purpose of these rules are to formally establish the policy of the Division of Motor Vehicles of the Rhode Island Department of Revenue concerning the transfer of vehicle registration plates.
1.2 Scope
- These regulations apply to all transfers of vehicle registration plates.
1.3 Authority
- These rules and regulations are adopted pursuant to R.I. Gen. Laws § 31-2-4.
1.4 Policy on Transfer of Vehicle Registration Plates
A. The policy of the Division of Motor Vehicles with regard to any transfer of a vehicle registration and plates is hereby declared to be as follows:
- 1. An exchange of money or other articles of value in consideration of a transfer of vehicle registration plates from one party to another is expressly prohibited.
- 2. A violation of this rule will result in an immediate suspension, and revocation of the plates in question, as well as the invocation of any other penalties provided by law.
1.5 Severability
- These regulations are hereby declared to be severable, and if any portion of these rules and regulations shall at any time be declared to be unconstitutional or otherwise unenforceable, no other portion of such rules shall be affected thereby.
