Except in emergencies—which include unauthorized use of public utility service—service may not be terminated, for nonpayment of charges or for any other reason, during the following periods:

1. (1) On Friday, Saturday or Sunday.
2. (2) On a bank holiday or on the day preceding a bank holiday.
3. (3) On a holiday observed by the public utility or on the day preceding the holiday. A holiday observed by a public utility means any day on which the business office of the public utility is closed to observe a legal holiday, to attend public utility meetings or functions or for any other reason.
4. (4) On a holiday observed by the Commission or on the day preceding the holiday.
