1. (a) Except as otherwise specifically provided in § § 89.775, 89.779, 89.780, 89.783 and 89.788, this subchapter applies to:

   1. (1) Medicare supplement policies delivered or issued for delivery in this Commonwealth on or after July 30, 1992.
   2. (2) Certificates issued under group Medicare supplement policies which certificates have been delivered or issued for delivery in this Commonwealth.
2. (b) This subchapter does not apply to a policy or contract of one or more employers or labor organizations, or of the trustees of a fund established by one or more employers or labor organizations, or a combination thereof, for employes or former employes, or a combination thereof, or for members or former members, or a combination thereof, of the labor organizations.
