The Commissioner may impose a civil penalty not to exceed $2,000 against any person, firm, organization, limited liability company or corporation for violations of any of the following statutes, rules or orders:

1. (1) Violation of any provision of ORS 658.005 to 658.245.
2. (2) Violation of any provision of OAR 839-017-0000 to 839-017-0477.
3. (3) Violation of any term or condition of an Order of the Commissioner issued pursuant to any violation of ORS 658.005 to 658.245 and OAR 839-017-0000 to 839-017-0477.
