Certification may be cancelled in accordance with the following:

1. (1) Failure to meet or maintain the requirements of these regulations.

2. (2) Any Foundation or increase Block in which any of the following are found:

   1. (a) Off-type plants;
   2. (b) Non-thrifty plants;
   3. (c) Crown or cane gall infection;
   4. (d) An injurious systemic disease;
   5. (e) Plants infected by anthracnose disease to the extent that serious loss or damage may result;
   6. (f) Serious nematode injury;
   7. (g) Evidence of insects injurious to transplants.

3. (3) Any Certified Block in which any of the following are found:

   1. (a) More than 0.25 percent off-type plants;
   2. (b) More than one percent non-thrifty plants;
   3. (c) More than 0.1 percent injurious systemic disease;
   4. (d) More than 0.1 percent crown and cane gall;
   5. (e) Anthracnose infected plants to the extent that serious loss or damage may result;
   6. (f) Serious nematode injury;
   7. (g) Evidence of insects injurious to transplants.
