In addition to the powers, rights and privileges enumerated in Section 862 of this title, the Grand River Dam Authority shall be exempt from the provisions of the:

1. 1. The Oklahoma Open Records Act, exclusively limited to:

   1. a. customer proprietary information the Authority is contractually obligated to keep confidential, and
   2. b. security plans and procedures in its role as an electric utility regulated by the federal government;

2. 2. The Oklahoma Open Meeting Act, exclusively limited to authorizing the Grand River Dam Authority Board of Directors to confer on:

   1. a. coal or gas fuel supply and transportation contracts,
   2. b. power purchase agreements, and
   3. c. security plans and procedures in its role as an electric utility regulated by the federal government; and
3. 3. Title 61 of the Oklahoma Statutes;
4. 4. The Information Technology Consolidation and Coordination Act;
5. 5. The State Travel Reimbursement Act; and
6. 6. The Surplus Property Act; provided that the district may, on a transactional basis, elect to make itself subject to the requirements of the Surplus Property Act.
