The State Board of Vocational and Technical Education shall promulgate rules to ensure access to vocational offerings in area vocational-technical school districts to students in vocational-technical school districts who are receiving educational services from a school district due to placements outlined in the provisions of Section 1-113 of Title 70 of the Oklahoma Statutes.
