Okla. Stat. tit. 66, § 96
Any railroad company, or the receiver, or lessee thereof, doing business in the State of Oklahoma, which shall violate the provisions of the preceding section, shall be liable to the State of Oklahoma for a penalty of not less than One Hundred Dollars ($100.00) nor more than One Thousand Dollars ($1,000.00) for each offense. And such penalties shall be recovered and suit brought in the name of the State of Oklahoma, in any court of competent jurisdiction, in any county in or through which such line of railroad may run, by the Attorney General, or by the district attorney in any county in or through which such line of railroad may be operated.
