There is hereby created within the Office of Public Affairs the Construction and Properties Division. There is hereby created within the Division the position of State Construction Administrator who shall be the chief administrative officer of the Division. The Administrator shall be a registered professional engineer or a licensed architect who shall be appointed by and serve at the pleasure of the Director of Public Affairs.

The Administrator may appoint employees or contract with consultants as are necessary to perform the duties of the Division.
