No contract involving sums in excess of Twelve Thousand Five Hundred Dollars ($12,500.00) shall be split into partial contracts involving sums of below Twelve Thousand Five Hundred Dollars ($12,500.00) for the purpose of avoiding the requirements of this act. All such partial contracts involving less than Twelve Thousand Five Hundred Dollars ($12,500.00) shall be void.
