Notwithstanding anything herein to the contrary, a commercial pet breeder is not required to:

1. 1. Hold a license under the Commercial Pet Breeders Act to act as a commercial pet breeder before July 1, 2011; or
2. 2. Comply with the standards adopted under the Commercial Pet Breeders Act before July 1, 2011.
