An appeal from the decision of the Plumbing Hearing Board upon the suspension or revocation of a license, or upon any decision not specifically provided for in this act, may be taken to the district court of the residence of the aggrieved party by filing with the Plumbing Hearing Board, within ten (10) days from the date of the Plumbing Hearing Board's decision, a notice of appeal, which notice shall specifically set out the grounds upon which such appeal is taken.
