Okla. Stat. tit. 59, § 396.10
Any person desiring to engage in the profession or business of embalming or funeral directing or both, as defined herein, shall make application, be required to show such preliminary requisites, comply with the rules of said Board, and take such examinations as shall be deemed necessary by the Board in its rules. The Board shall publish in its rules the subject to be covered in said examination and the standards to be attained thereon. Changes in the rules and regulations shall be published and be given due publicity at least fifteen (15) days before coming effective.
