Okla. Stat. tit. 47, § 1164
There is hereby created in the State Treasury a revolving fund for the TISRAD Committee to be known as the Trucking Industry Self-Funded Research and Development (TISRAD) Revolving Fund. The fund shall be a continuing fund, not subject to fiscal year limitations, and shall consist of all monies received by the TISRAD Committee pursuant to the provisions of this act. All monies accruing to the credit of said fund are hereby appropriated and may be budgeted and expended by the TISRAD Committee in conducting research programs and projects to enhance the economic development of Oklahoma as a national motor transport distribution center, in the furtherance of the safety of the motor carrier industry and the motoring public in this state, and to better educate the Legislature, state agencies and the public with regard to the motor transportation industry in the State of Oklahoma. Expenditures from said fund shall be made upon warrants issued by the State Treasurer against claims filed as prescribed by law with the Director of State Finance for approval and payment.
