Okla. Stat. tit. 47, § 606
The Fuel Inspection Division of the Corporation Commission shall enforce the provisions of this act through inspections, chemical analysis, and any other appropriate methods. All samples for inspection or analysis shall be taken from stocks in the State of Oklahoma or intended for sale in the State of Oklahoma, or the Corporation Commission, through its agents, may call upon the manufacturer or distributor applying for an inspection of brake fluid to supply such samples thereof for analysis. The Corporation Commission, through its agents, shall have free access by legal means during reasonable business hours to all places of business, buildings, vehicles and all other facilities of common carriers used in the manufacture, transportation, sale or storage of any brake fluid, and said agents may open by legal means any box, carton, parcel or package containing or supposed to contain any brake fluid and may take therefrom samples for analysis.
