Every vehicle which is self-propelled and every vehicle which is propelled by electric power obtained from overhead trolley wires, but not operated upon rails; provided, however, the definition of "motor vehicle" shall not include implements of husbandry as defined in Section 1-125 of this title or electric personal assistive mobility devices as defined in Section 1 of this act.
