The architect for the construction of the armory building for the housing, occupancy, or quartering of the officers, personnel, and equipment of the National Guard of the State of Oklahoma shall be chosen and employed by a board composed of the Adjutant General of the State of Oklahoma, the Commanding General of the 45th Division, and the Attorney General of the State of Oklahoma. The Director of Public Affairs shall enter into contracts in the name of the State of Oklahoma for the construction of such armory building.
