At any time, the moral character, capacity, and general fitness for the service of any National Guard officer may be determined by an efficiency board of three (3) commissioned officers, senior in rank to the officer whose fitness for service shall be under investigation, such board to be convened by the Governor, and if the findings of such board shall be unfavorable to such officer and be approved by the Governor, he shall be discharged. Commissions of officers in the National Guard may be vacated upon resignation, absence without leave for three (3) months, upon the recommendation of an efficiency board, or pursuant to a sentence of a court-martial; provided, that an officer who has not returned or accounted for all the public property or accounted for funds for which he is responsible, shall under no circumstances receive an honorable discharge. Officers rendered surplus by the disbandment of their organization, or other causes, shall be discharged from the National Guard or placed in the Inactive National Guard at the discretion of the Commander in Chief.
