Okla. Stat. tit. 43A, § 2-104
The Board of Mental Health and Substance Abuse Services shall be the controlling board and shall have authority to administer the affairs of the institutions, including the authority to employ the superintendent or other administrative head of the institutions and their employees and to fix their salaries. The controlling board shall make administrative decisions governing the type, nature, and propriety of all purchases made for general maintenance of the institution. The Board of Mental Health and Substance Abuse Services is authorized to discontinue farm operations or any portion of the farm operations at any time it feels it is to the best interest to the Department and this state. The Board may declare equipment and land which are surplus to the needs of the Department to the Office of Public Affairs. The Office of Public Affairs will dispose of these surpluses as provided by law. The Office of Public Affairs shall be the purchasing agency for all institutions for which appropriations are made in the Mental Health Law, but shall not have authority to determine the propriety of purchases of institutions over which they are not the controlling board. The Board of Mental Health and Substance Abuse Services is authorized to spend funds for the development of recreational facilities on state-owned land outside the institution grounds.
