In all suits or proceedings instituted in accordance with Sections 4-205 and 2-207 of the Mental Health Law, the superintendent shall furnish proof of the indebtedness of such patient and the amount due the state for his care and treatment. All monies so collected shall be paid to the superintendent of the institution and by him deposited with the State Treasurer who shall place the same to the credit of that institution's revolving fund.
