The Commissioner and the Superintendents of the Department of Mental Health and Substance Abuse Services may, in accordance with an agreement entered into by the Superintendents and the Commissioner, use any monies appropriated to the agencies to fund or assist in funding expenditures of the Alcohol and Drug Abuse Prevention, Training, Treatment and Rehabilitation Authority which are necessary to perform the duties imposed upon the Authority by law.
