Okla. Stat. tit. 43A, § 1-102
The purpose of the Mental Health Law is to provide for the humane care and treatment of persons who are mentally ill or who require treatment for drug or alcohol abuse, or who require domestic violence or sexual assault services. All such residents of this state are entitled to care and treatment in accordance with the highest standards accepted in practice.
