The Commission shall have its initial meeting no later than September 1, 1994, at the call of the Chairman. The Chairman shall serve a term of one (1) year and shall be appointed by the President Pro Tempore of the Senate for the initial term and thereafter the appointing authority shall alternate between the Speaker of the House of Representatives and the President Pro Tempore of the Senate. The Commission may hold meetings at the call of the Chairman, upon such notice and in such manner as may be fixed by the rules of the Commission. A majority of the members serving on the Commission shall constitute a quorum.
