The Commission shall have the power to:
- 1. Make such reasonable expenditures of funds as is necessary to carry out the provisions of this act;
- 2. Devise, adopt and conduct a program of education and publicity;
- 3. Cooperate with local, state or national organizations, whether public or private, in carrying out the purposes of this act, and to enter into such contracts as may be necessary; provided, however, no Commission funds shall be used, directly or indirectly, or as a result of contract or agreement with other persons or organizations, in supporting or opposing political candidates, political officeholders, and legislation, either state or national;
- 4. Adopt such rules and regulations as are necessary to promptly and effectively administer the provisions of this act;
- 5. Conduct, in addition to the things enumerated, any other program for the utilization, research and market development of sheep and wool produced in the State of Oklahoma;
- 6. Call and conduct such meetings and elections as may be necessary in carrying out the provisions of this act; and
- 7. Employ an executive secretary and such other personnel as necessary, and to prescribe their duties and fix their compensation.
