All state forests, all programs in management, nursery production, reforestation, urban forestry, educational activities and other forestry endeavors of the Division shall be managed and administered by the Board in the interest of the public. If the public interests are not already safeguarded and clearly defined by law or by regulations adopted by the state agencies authorized by law to administer such lands, or in the papers formally transferring said projects to the Board for administration, then, and in that event, the Board may promulgate rules and regulations defining the purpose of said project.
