The State Department of Highways and the county commissioners of the several counties of this state shall require their construction and maintenance crews, contractors, subcontractors and employees to comply with the provisions of this act, and the said highway department or county commissioners may adopt and promulgate rules and regulations for the observance of said crews, contractors, subcontractors and employees in carrying out the purposes and provisions of this act.
