Okla. Stat. tit. 2, § 1025
Within thirty (30) days after the effective date of this act, the five (5) appointive members of the Commission shall be appointed as follows: The member from District I for a term ending June 30, 1966; the member from District II for a term ending June 30, 1967; the member from District III for a term ending June 30, 1968; the member from District IV for a term ending June 30, 1969; and the member from District V for a term ending June 30, 1970. As the terms of office of such appointees expire, their successors shall be appointed by the Governor for a term of five (5) years as provided in subsection D of Section 1024 of this title. Each member shall hold office until his successor is appointed and has qualified. A member appointed to fill a vacancy occurring before the expiration of a term of a member separated from the Commission for any cause shall be appointed for the remainder of the term of the member whose office has been so vacated.
