Okla. Stat. tit. 2, § 82
The State of Oklahoma shall not be liable for any sum or sums of money whatsoever, by reason of the running, operating or establishing of a free district fair, under the provisions of this bill, and any deficiency or expense occasioned by the running or operating of said free district fair shall never be paid by the State of Oklahoma, and shall not be a moral charge against the state, and the passage of this bill is conditioned upon the fact that no liability of any nature whatsoever shall ever devolve upon the State of Oklahoma by reason of the running and operating of said free district fair.
