All funds of the free district fair association, of every kind and nature, shall be deposited in a bank selected by the board of directors of such association and an accurate and itemized account of same shall be kept together with the itemized statement of disbursements and cancelled checks for same; provided, that no disbursement shall be made except upon a check being signed by the president, and countersigned by the secretary of said free district fair association, and an annual report of said receipts and disbursements as itemized shall be made to the Governor and the Chairman of the State Board of Agriculture of the State of Oklahoma.
