When directed by a vote of the resident taxpayers, at such special election, the county commissioners shall at their first meeting thereafter, notify the county excise board that the same has been voted upon and carried, and that the estimate as submitted by the board of directors of the free district fair association amounts to a sum, not to exceed the amount voted upon, and said excise board shall proceed to levy upon the total valuation of the county a tax sufficient to raise the amount named in said county commissioners' report, not to exceed one (1) mill, for said free district fair purposes.
