Okla. Stat. tit. 2, § 71
For the purpose of encouraging the development of the agricultural, horticultural, mechanical, mineral, stock-raising and all other industrial interests in the State of Oklahoma, three or more counties may, as otherwise provided in this act, organize a free district fair, provided that no such free district fair shall be held within one hundred (100) miles of any other free district or State Fair; provided, further, that the provisions of this act shall not interfere with the operation of the present law with reference to the organization and operation of free township and county fairs already organized.
