Okla. Stat. tit. 2, § 40
The county commissioners shall pay no premiums except on a voucher which shall state the person and his address, to whom the premium was awarded; said voucher must be signed by the judge (or judges, if more than one) who awards the premium, said voucher must also be signed and certified to by the person acting as clerk to the judge (or judges).
