Each officer, owner, or manager of any carnival company or show, who willfully fails to cause bond and certificate to be filed as provided by this act, shall be guilty of a misdemeanor, and, upon conviction thereof, shall be fined in the sum of not less than Fifty Dollars ($50.00) nor more than Two Hundred Dollars ($200.00).
