In any county in this state coming within the provisions of Section 1 hereof, the board of county commissioners may, at its option, and by a resolution entered of record in the commissioners' journal of proceedings, disclose its intention to avail such county of the provisions and terms of this act, and within thirty (30) days thereafter such board of county commissioners shall meet for the purpose of placing in force and effect the provisions hereof.
