Said election, as provided in Section 2 of this act, shall be called and held in the following manner:

The board of county commissioners shall cause to be published in a county newspaper of general circulation in said county, for four consecutive issues, a proclamation calling said election, which proclamation shall include a detailed statement of said proposition. Said proclamation shall state the exact method by which the electors shall vote their preference for the location of said free fair site.
