Okla. Stat. tit. 2, § 105
The board of county commissioners of such county, when requested so to do, by a proper resolution passed and presented by the executive board of the free fair association of said county, shall submit, to a vote of the county, the question of determining a permanent free fair site. Said board of county commissioners shall at the next regular meeting of such board determine whether such election shall be called and if said board shall decide to call said election, same shall be called within sixty (60) days after such decision; or the board may, in their discretion, submit such question at the next primary or general election thereafter, and said permanent free fair site shall be determined by a majority of all legal votes cast in said election.
