Okla. Stat. tit. 2, § 104f
The board of directors of said fair shall submit to the county commissioners and the excise board a budget and an itemized estimate of the needs of said fair, for the purpose hereinabove stated, and the aforesaid levy shall be made for the purpose of taking care of said budget.
