Okla. Stat. tit. 2, § 104b
The term "free fair" as used in this act shall be construed to mean community and county fairs and livestock shows and other agricultural shows where admission to the grounds and all exhibit buildings is free and where no charge is made for entering exhibits on which premiums are offered. The said governing board shall have the power to designate the time, place and number of fairs and livestock shows and agricultural shows in each county.
