The President of the State Board of Agriculture shall be elected by the Board from its membership, and shall serve at the pleasure of the Board. The President shall be the executive officer of the Board, and, in the absence of the Board, shall, subject to approval of the Board, perform all of the duties imposed by law . The Board shall elect a Secretary, who shall not be a member of the Board, and shall fix the duties of the person appointed.
