1. A. The board of county commissioners in each county of this state is hereby authorized and empowered to call an election for the purpose of issuing bonds to purchase lands, improve the same, and to construct buildings thereon for free fair purposes. The lands and improvements thereon shall be owned and controlled by such counties.
2. B. The commissioners shall call the election by issuing a proclamation therefor and giving notice thereof in four consecutive issues of a weekly newspaper published in and of general circulation in the county proposing to issue the bonds.
3. C. No election shall be held until the expiration of thirty (30) days following the date of the first publication of the proclamation.
