On the effective date of this act, the Department of Agriculture shall not accept or approve any pending applications requesting permits for registration, construction or expansion of any concentrated animal feeding operation, as defined in Section 9-202 of Title 2 of the Oklahoma Statutes, or poultry feeding operation, as defined in Section 10-9.1 of Title 2 of the Oklahoma Statutes, to be located within one mile upstream of the Pensacola Project boundary as described in the records of the Grand River Dam Authority and the Federal Emergency Management Agency. Any such operation currently authorized or permitted shall not be affected by the provisions of this section.
